It was created and is currently being maintained by a group of programmers from the Latgale region of Latvia. It requires limited system resources and can run on any Intel-compatible system with a CD-ROM installed or from a flash drive. The entire operating system and all the applications run from RAM, making Austrumi faster than larger distributions that must read from a disk, and allowing the boot medium to be removed after the operating system starts.
