I think this trivializes a bit. Much of extreme programming actually starts with building tests, which is something most programmers hate doing.
You say programmers are notoriously lazy about non-programming tasks, but I haven't seen the QA team fixing problems in their environment, or upper management install their own copies of Microsoft Office lately either.
I think that XP is actually about the inverse. It's about not building the super-amazing-stupendous version of every product. The perfect product that can not be delivered. It's about building something releastic that can be delivered on time, while still putting a rational amount of thought into testing and future extensibility.
